Well, you can see part of the launch gantry in the shot, so it actually wasn't that far off the ground. The shuttle does accelerate pretty fast right off the pad, though, compared to, say, the Saturn V moon rocket which was so huge its thrust could barely lift it into the air right at the beginning.

And the whole general vicinity turns into a pretty bad place to be when the rocket passes through it...
