In this case, it's really more the fault of Lindsay and Crouse (who wrote the book of the musical), Rodgers and Hammerstein, and maybe Ernest Lehman.

Of course, it's always necessary to cut a lot of slack for musicals. But even by those standards, retconning an entire fascist government out of existence is pretty extreme.
