I saw these all over the Tube stations in London. They said things like "Love is... not eating smelly food on the train." or other such points of etiquette.
This cartoon deeply creeped me out when I was a kid. I sort of assumed that it returned to the Hell whence it came sometime around 1979. I mentioned it once with shuddering unease on rec.arts.comics.strips and somebody quoted me in his quotes file, but incorrectly described it as a comment about "The Family Circus".
