Yep. Those are rather important chunks of rubber and other material.

Just fix the CV boot.. You'll have no need for a horn once the holes get big enough for your car to have a good, strong roar when running.

I learned what a CV boot was when mine tore itself apart and spilled eyeball-sized ball bearings all over the parking lot of Ikea.

Needless to say I don't have that car anymore.
